Senate Bill 9 (2022 + 2025 Amendment)
Lot Splits & Increased Density
SB9 permits property owners to split a single-family lot into two and build up to two housing units on each — up to 4 units per original parcel. The 2025 amendment strengthens HCD enforcement authority, voiding local ordinances that conflict with state law.
